Strong selector for the immutable registry index shipped with the Python package.

This selector is the fallback when no session or project selector is set. Its release and SHA-256 pin the bundled index; they do not track the latest release. The client reads and verifies that index locally, including in offline mode. Dataset artifacts still need retrieval or a verified cached copy.
